[PAA-Webteam] Fixed GMT time zone problem

All, Bill reported yesterday that the upcoming events function that
indicates how much longer until the event was off by 1 hour. I'm
referring to the upcoming events list on the front page:

Example, there is the Ann Wright lecture coming up, beneath the
upcoming event it says "5 days". As it gets closer, eventually, it
will say 5 hours and then NOW. This was 1 hour off b/c there is a
time setting that is supposed to synchronize watches with the GMT
time clock.

I updated it - the events should appear at the correct time now -
please let me know if you notice other weird, but annoying anomalies.
